New York Law Is Ruled Unconstitutional After Merchants Bring Suit

A federal judge on Thursday ruled that a New York law banning surcharges on credit-card purchases is unconstitutional, granting a victory to merchants who have long sought the ability charge more to customers who pay with plastic.
